The Government of Madhya Pradesh has notified two important developments in February 2026 focusing on worker welfare, preventive healthcare and strengthening labour law frameworks across the State.
On 02 February 2026, the Government issued a notification promoting awareness and preventive measures to reduce natural and accidental deaths among unorganised sector workers aged 18 to 60 years.
Under the Chief Minister Jankalyan Sambal Yojana, benefits are extended to registered workers and their families. Historically, assistance has been provided in over 60,000 cases annually, including significant cases of natural and accidental deaths.
The Government has emphasised the need for preventive healthcare awareness, workplace safety improvements, regular health check-ups and coordinated action between Labour, Health, Police, Transport and local administration authorities.
On 26 February 2026, the State introduced amendments to the Labour Welfare Fund Act, 1982, strengthening welfare mechanisms and introducing structured financial and administrative provisions.
The amendment introduces mandatory contributions, enforcement powers, defined interest on dues and structured fund management for worker welfare including medical aid, education support, insurance and relief measures.
The Labour Welfare Board is designated as the successor authority, and earlier welfare structures have been merged into a unified framework while protecting existing benefits.
Madhya Pradesh continues to lead in labour law reforms with a move towards a unified compliance structure aligned with the new Labour Codes and State amendments.
Key developments include alignment with wage code structures, digitisation of registration processes through the Shram Sewa Portal and consolidation of occupational safety standards under a single regulatory framework.
Businesses operating in Madhya Pradesh must ensure comprehensive compliance covering payroll, statutory deductions and digital record maintenance through structured systems.
This includes PF, ESI, Professional Tax, Labour Welfare Fund contributions, tax deductions, digital registers, maternity benefits, gratuity compliance and adherence to employment conditions including night shift approvals where applicable.
The Madhya Pradesh Shops and Establishments (Second Amendment) Act, 2025 introduced digital registration, centralised inspection systems and enhanced transparency in labour administration, effective from 15 December 2025.
These reforms are aimed at simplifying compliance procedures and enabling businesses to operate within a transparent and accountable regulatory environment.
The evolving compliance landscape in Madhya Pradesh requires businesses to stay updated and aligned with regulatory changes. Managing payroll, statutory filings and labour compliance effectively is essential for smooth business operations.
