Degree Apprenticeship, Inclusion & Stipend Overhaul

The Ministry of Skill Development & Entrepreneurship has notified amendments to the Apprenticeship Rules, 1992, effective 11 September 2025 — expanding inclusion, formalising “degree apprenticeship”, and revising stipends.

Key Amendments at a Glance

• New Definition: “Degree Apprenticeship” integrated into degree/diploma curricula.
• New Terms: Institution, Regional Centre, Contractual Staff, PwBD.
• Eligibility: Linked to Schedule IA; degree apprentices need approvals.
• PwBD: Reserved training places, also for optional trades.
• Stipend: Minimum revised across education levels (see table below).
• Multiple Apprenticeships: Max 2; second in different trade; gap required.
• Training Period: Degree & Sandwich practicals count as training.
• Employer Duties: Quarterly reports, portal contracts, PwD quotas.
• Institutions: Tripartite contracts, compliance, monitoring, updates.
• Schedules: IA & VI updated to reflect new norms.

Compliance Direction

Regional and state offices have been instructed to ensure compliance within their jurisdictions, with oversight from the Competent Authority.
