Goa Notification Reinforces POSH Compliance and SHe-Box Readiness for Private Establishments
The Government of Goa (DIP/NB/AXP/SAG/UB/GD/2026/1259) issued a notification on 20 February 2026, reiterating that private establishments must ensure strict implementation of the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013 and promote the SHe-Box complaint mechanism.

How SHe-Box works
Complaints submitted by an aggrieved woman on SHe-Box are forwarded to the relevant Internal Committee (IC) or Local Committee (LC) for investigation and resolution, and the complainant can track progress online.

Minimum expectations under the Goa advisory
A. Organizations with 10 or more employees must appoint a Nodal Officer on the SHe-Box portal.
B. Organizations must submit compliance reports to the respective District Officer.

D. SHe-Box acts as a centralised repository for reporting and tracking complaints across sectors.
E. Non-compliance may attract penalty up to ₹50,000 under Section 26 of the POSH Act, 2013.
Goa DWCD Direction and Compliance Reminder
On 12 November 2025, the Department of Women & Child Development (DWCD) directed public and private entities across Goa (including industrial establishments, educational institutions, hospitals and other private sector organisations) to:
1. Constitute an Internal Committee (if not already constituted) and furnish compliance to the respective District Officer (North and South Goa).
2. Upload necessary information of the Nodal Officer and Internal Committee on the SHe-Box portal.
3. Submit compliance reports without delay.
Legal foundation
The POSH Act operationalises the principles laid down by the Supreme Court in Vishakha v. State of Maharashtra (1997), and extends protection across organised and unorganised sectors, including domestic workers.
What is SHe-Box?
SHe-Box (Sexual Harassment Electronic Box) is an online portal that enables women to file and track workplace sexual harassment complaints digitally. Complaints submitted are routed to the concerned IC/LC for investigation and action.
