Tamil Nadu the most preferred investment destination for industries in the country.
The Act not only facilitated a single point receipt of applications for securing clearances required to establish or expand an enterprise,
but also clearances required during normal course of business, including renewals in a time-bound manner.
It also provided for effective grievance redressal mechanism and imposing of fine in case of failure of competent authorities to act
within a time limit.
Governor Banwarilal Purohit cleared the ordinance on October 28.
Simplification of the regulatory framework and reducing and rationalising procedural requirements paved the way for promotion of industrial development in the state and over the last one-and-a-half years, the Government, through interactions with the industries, had addressed a lot of anomalies .
The Government of Tamil Nadu enacted the Tamil Nadu Business Facilitation Act, 2018 and also Tamil Nadu Business Facilitation rules.
Very recently, the Tamil Nadu announced “Amendment to the Tamil Nadu Business Facilitation Rules, 2017” and has notified the same on 13th August 2021. Some of them are listed below :
One of the amended rules , specifies that in case the Competent Authority concerned fails to decide on the application within the time limit specified under rule 12, the deemed approval shall be issued to the applicant under the name and seal of the Competent Authority concerned, through single window portal with a copy to the respective Competent Authority, after obtaining concurrence of the Respective Committee”;
Renewal of Licence for Contractor for employing contractual workmen under rule 29 of the Tamil Nadu Contract Labour (Regulation and Abolition Rules) 1975 – To be issued automatically and instantly online on single window portal upon payment of renewal fee
Registration of Principal Employer Establishments for employing Contractual Workmen under rule 18 (1) of Tamil Nadu Contract Labour (Regulation and Abolition) Rules, 1975 – 7 days time.
Registration of Principal Employer Establishments for Employing Inter-State Migrant workmen under rule 4 of the Inter- State Migrant Workmen (Regulation of Employment and conditions of services (Tamil Nadu) Rules, 1983 – 7 days time.
