Minister Sean Fraser launched Canada’s first-ever Tech Talent Strategy at Collision 2023.

The Tech Talent Strategy includes various measures to enhance the Start-up Programs.

An open work permit stream is created for H-1B visa holders in the US, allowing them to apply for Canadian work permits.

The Innovation Stream under the International Mobility Program offers employer-specific work permits and open work permits for highly skilled workers.

Enhancements to the Start-up Visa Program include allocating more spots and extending the work permit duration to 3 years.

At Collision 2023, Minister Sean Fraser announced the launching of Canada’s first-ever Tech Talent Strategy. With a focus on development in innovation and advanced technologies, this strategy introduces a range of measures designed to provide businesses in the country with access to top talent and empower them to grow in a highly competitive market.

Canada’s New Measures for Collision 2023

Minister Fraser announced some attraction measures as follows:

An open work permit stream is introduced specifically for people having H-1B visas in the United States. This allows them to apply for Canadian work permits, study or work permit options, further supporting their family members.

To attract highly talented individuals, the Tech Talent Strategy introduces an Innovation Stream in the International Mobility Program, which includes:

  • Employer-specific work permits for 5 years. These work permits are tailored for workers who will contribute to Canada’s industrial innovation goals.
  • Highly skilled workers in select in-demand occupations can obtain open work permits for 5 years.

For work permits under the Global Skills Strategy, a return to the 14-day service standard is allowed.

The Tech Talent Strategy actively promotes Canada as a welcoming and supportive environment for digital nomads, offering professional opportunities and quality of life.

A STEM-specific draw in the category-based selection process. This draw targets individuals with expertise, issuing more invitations to apply for the Express Entry program.

Canada Start-up Visa Program Enhancements

More plans are there for this program in 2023 and will further increase in upcoming years 2024 & and 2025.

Candidates will be allowed to apply for a work permit for 3 years instead of 1 year.

Candidates will be allowed to apply for an open work permit instead of others which limits them to work on their start-up.

3 years open work permit will be available for everybody present in the entrepreneurial team.

Applications will be prioritized, which are supported by angel investor groups and venture capital and have capital committed along with the members of Canada’s Tech Network.
