National Employability Enhancement Scheme (NEEM) discontinuation with immediate effect by the Government

Applicable to which State:  Any Society/trust/Company registered under section 25 of the Companies Act, 1956/Bodies of Central Government/Bodies of State Government are eligible to obtain the NEEM Agency

Type: Government of India, Ministry of Education, Department of Higher Education, Technical Section – II, letter to the Chairman, All India Council for Technical Education.

Pertains to: In addition to Apprentice training under the Apprentices Act -1961 and trainees engaged as per Standing order provisions, a new initiative was notified by AICTE (All India Council of Technical Education) on 15/4/2013 in the name of NEEM  (National Employability Enhancement Mission) with an objective to offer “on the job practical training” to enhance employability of graduates/diploma holders or students pursuing graduation/diploma to increase their employability and these regulations was subsequently revised on 15/06/2017. Any Society/trust/Company registered under section 25 of the Companies Act, 1956/Bodies of Central Government/Bodies of State Government are eligible to obtain the NEEM Agency and further have training experience in the industry of at least five years, their financial turnover of and their network with employers of different industries like factors are evaluated by AICTE to award NEEM Agency.

The Apprentices Act, of 1961, was subsequently amended in 1973, 1986, and 2014 to bring the Graduates, Technician, Technician (Vocational), and Optional Trade Apprentices respectively under its purview and Apprenticeship Rules, 1992 were revised in year 2015.

All establishments having a workforce (regular and contract employees) of 30 or more are mandated to undertake Apprenticeship Programs in a range from 2.5% -15% of their workforce (including direct contractual employees) every year.

In this respect, the Government of India has informed the Chairman of the All India Council of Technical Education that it has been decided to discontinue the scheme with immediate effect and to close the above scheme.
