In Parliament, the Union government had said this process would be voluntary, but in recent weeks, several voters have received calls from election officials telling them it was compulsory to link the two. In the “Secretary to Government” notification, it is evidently made clear to the Labour Department to take the activities involuntarily, linking of Aadhaar number with EPIC and registrations of unregistered Labourers.
