Penalty under the Act:
(a) Pays to any employee less than the minimum rates of wages fixed for that employee’s class of work, or less than the amount due to him under the provisions of this Act or (b) Contravenes any rule or order made under section 13, the Central Act treats all violation of the working hours, minimum wages and similar conditions as an offence. These are punishable by penalties which can take the shape of a 10000 INR fine or five years of imprisonment. The appropriate government can appoint a labour commissioner, an officer having experience as a Stipendiary Magistrate judge, a Commissioner for Workmen’s Compensation or an officer ranked above a Labour Commissioner to process the complaints lodged.

And in this instance: In exercise of the powers conferred by the Government of Goa vide different notifications dated 10th August 2023 revising the minimum rates of wages in various scheduled employments, hereby revises the rates of variable Dearness Allowance based on the average Consumer Price Index Number for the preceding period of six months i.e. January to June 2023 thereby increasing 117 points for Industrial workers. Effective 1/10/2023.
