Penalty under the Act: Persons who may file complaint. – Any person who may file a complaint under the Act for commission of any offence include school teachers and representatives from school management committee, child protection committee, Panchayat or Municipality, who shall be sensitized to file complaint, in the event that any of students in their respective schools is employed in contravention to the provisions of the Act.
Manner of compounding offences. – (1) An accused person, –
(i) who commits an offence for the first time under sub-section (3) of section 14; or
(ii) who being parent or a guardian, commits an offence under the said section, may file an application to the District Magistrate having jurisdiction for compounding the offence under sub-section (1) of section 14D.

It has been found that in spite of the presence of a number of protective legislations, the stakeholders need clarity and in the absence of this, they face challenges in taking action when a child or adolescent labour is identified. Specific and detailed information is required about steps to be taken for rescue of the child/adolescent and subsequent rehabilitative measures to be undertaken. Simple guidelines enable the duty bearers to effectively implement the provisions of the laws with concerted efforts.
And in the past instance: PROHIBITION OF EMPLOYMENT OF CHILDREN IN CERTAIN OCCUPATIONS AND PROCESSES
Prohibition of employment of children in certain occupations and processes.-No child shall be employed or permitted to work in any of the occupations set forth in Part A of the Schedule or in any Workshop wherein any of the processes set forth in Part B of the Schedule is carried on: Provided that nothing in this section shall apply to any workshop wherein any process is carried on by the occupier with the aid of his family or to any school established by, or receiving assistance or recognition from, Government.
Maintenance of register. -There shall be maintained by every occupier in respect of children employed or permitted to work in any establishment, a register to be available for inspection by an Inspector at all times during work hours or when work is being carried on in any such establishment showing:
(a) the name and date of birth of every child so employed or permitted Lo work; (b) hours and periods of work of any such child
(b) hours and periods of work of any such child
(c) the nature of work of any such child
(d) such other particulars as may be prescribed
